The decision to remove the special duty on imported cars, regardless of the country of manufacture, comes into force on September 30, 2015. A message was published in accordance with the decision of the commission on trade with other countries in the newspaper Uryadovy kuryer.

They considered the statement of the Ministry of Economic Development that it is necessary to remove special restrictions on the import of passenger cars to Ukraine, which did not exclude the country of the car manufacturer or certain exports. Such a special duty was adopted on April 28, 2012.

In 2013, or rather on October 30, the Japanese authorities submitted an application to the World Trade Organization regarding consultation with the Ukrainian government in connection with special duties on the import of cars. The Japanese authorities believed that Ukraine had no reason to impose such restrictions, since such imports did not pose any threat to the Ukrainian automotive industry. Japan's statement was supported by the European Union, commenting on such special duties as incompatible with the rules of international trade. Having considered Japan's complaint against Ukraine, it was decided on June 26 that Ukraine would abolish special duties on the import of cars to Ukraine.

It is worth recalling that on April 28, 2012, a special duty was introduced in Ukraine, in which restrictions on the import of cars and the interest rate were spelled out. So imported cars with an engine from 1 to 1.5 cc. m. but no more than 6.46% of the cost of the car was levied, for engines over 1.5 cubic meters. but not more than 2.2 cubic meters the rate was 12.95%. Such restrictions were introduced for three years and made public on March 14, 2013.


The changes were made on April 14, 2014 for gasoline-powered passenger cars. So for engines with a volume of 1 to 1.5 cubic meters. the special duty decreased to 4.31%. For engines with a volume of more than 1.5 cubic meters. the special duty was 8.63%.

Starting from April 14, 2015, the rate for engine displacement is from 1 to 1.5 cubic meters. the special duty was 2.15%. For engines over 1.5 cubic meters. the rate was 4.32%.

Thus, we can say that against the background of economic instability in Ukraine, the removal of such a special duty will improve the purchase of cars. The car market will start to revive and at the same time will not affect the domestic automaker in any way.
