It took more than 30 years to build it, and the grandiose project itself was developed with several goals: to relieve downtown Tokyo, reduce the crossing of Tokyo Bay from 1.5 hours to just 15 minutes, and also help the city's development.
The horseshoe shape of the bay, between the ends of which is only 15 kilometers, did not allow the effective development of land transport. The capital was able to expand only in one direction - to Yokohama, while in the direction of Kisarazu, modern communications practically did not reach.

The builders were faced with the most difficult task: not to interfere with the ships in the passage of the bay and to cope with the unstable soil when laying the tunnel. Paved in 1954 and 1965, at first the roads were used as the first toll highways in the country. Over time, the toll was canceled, the track was carefully monitored, maintained and improved, only the number of turns remained unchanged.
Serpentines have always had a special meaning in Japanese culture, and this route has always been revered by Buddhist pilgrims heading to Lake Chuzenji, located on the 1300-meter hilltop at the end of the road.
One of the roads presupposes only a descent downward, and the second one presupposes an ascent, since each of the roads is so narrow that it would not allow the transport to pass in two-lane traffic.
